Mrs Neill was successful in having the State Registration for Nurses Act passed in 1901, and was a foundation member of the International Council of Nurses. In late 1942 she returned to New Zealand and in 1943 joined the New Zealand Army Nursing Service (NZANS) being appointed as a Sister, NZANS, at Trentham, on 27.4.1943. She subsequently served at 4NZGH New Caledonia and on Guadalcanal, Solomon Islands.
